Looney sees private patients at Duke as a Partner in the Duke Private Diagnostic
Clinic. He provides treatment for patients with a wide variety of disorders.
He treats children, adolescents and adults.
MEDICAL DIRECTOR, DUKE SUBSTANCE ABUSE TREATMENT PROGRAM FOR YOUTH
Dr.
Looney serves as the Medical Director for the Duke Substance Abuse Treatment
Program for Youth. He oversees a very active treatment and research program for
adolescents from regional high schools and for college students at Duke and
other universities.
CONSULTANT TO VOLUNTEER BEHAVORIAL HEALTH OF TENNESSEE
Dr. Looney assists this community mental health
system which serves over twenty counties in the more rural areas of central and
eastern Tennessee. A methamphetamine epidemic in this Appalachian culture
created severe problems for children and adolescents whose parents are addicts.
Telemedicine is used to cover this extensive geographic area.
FORENSIC CONSULTANT
Dr.
Looney has a limited consultation practice to legal professionals. One of his
consultee’s major successes is detailed in the National Law Journal,
(“Fighting Back”, Vol. 22, No 30, 2000,p1)
ORGANIZATIONAL
FINANCIAL OVERSIGHT
Dr.
Looney serves on the financial oversight committee of the American Psychiatric
Association. This group provides oversight of the investment of the endowment
of the APA. He has served as the Chair of this group and under his leadership
the investment policy and practices were reorganized. During his tenure as Chair
the amount of money managed doubled to over $50 million dollars. Dr. Looney
continues to serve as consultant to the Committee.
RECENT PROFESSIONAL ACTIVITIES
DIRECTOR, CAMPUS ALCOHOL INITIATIVE
This position was a joint one between Duke
University Medical Center and The North Carolina Governor’s Institute on
Alcoholism and Substance Abuse. The position was funded jointly by a private
philanthropist and the federal government (National Institute on Alcohol Abuse
and Alcoholism). The Campus Alcohol Initiative (CAI) provided consultation to
colleges and universities about methods of reducing binge drinking by
undergraduates. The CAI has carried out research to measure the effectiveness
of campus interventions. The CAI evolved into a larger initiative: The
Collaborative Alcohol Management Program for University Success (CAMPUS).
SYSTEMS MEDICAL DIRECTOR, PENINSULA BEHAVIORAL
HEALTH, Knoxville,
Tennessee
This large non-profit health system contracted with
Duke for Dr. Looney’s temporary administrative and clinical services for part of
each week. The system is comprised of a 100 bed private psychiatric hospital, a
large partial hospital system, two psychiatric units within general hospitals
and four outpatient psychiatric clinics. It also includes a 100-bed residential
treatment center for adolescents with severe difficulties. Geographically the
system covers a large part of East Tennessee. It is the largest integrated
behavioral health care system in Tennessee. Dr. Looney provided clinical
consultation for adolescents admitted to the hospital and the residential
treatment center, but he also has had administrative responsibility for all
clinical programming and for activities of a medical staff of twenty
psychiatrists. Peninsula Behavioral Health has been formed by a merger of four
previously independent entities. It was Dr. Looney’s responsibility to
integrate these different entities into one system. Dr. Looney served as the
physician member of the Board of Peninsula Behavioral Health. This
organizational program has been completed, and Dr. Looney now serves as a
consultant as needed. The medical staff created an Award of Special
Recognition to honor Dr. Looney for building this system.
PSYCHIATRIC CONSULTANT TO SCHOOLS
Dr.
Looney was the consultant to Durham Public Schools and nearby public and
independent school systems for twenty years. He met regularly with counselors
and principals to assist in management of difficult students within the schools
or to facilitate referral to outside professionals.
CONSULTANT TO THE CAROLINA’S MEDICAL CENTER PROVISION OF CLINICAL SERVIES FOR
CHILDREN, ADOLESCENTS AND THEIR FAMILIES
The Carolina’s Medical Center is the largest provider of
psychiatric services in the Carolinas. Dr. Looney traveled there regularly for
several years to provide consultation services. Dr. Looney now serves as a
consultant as needed.

operation is known for its Fl gilt, a Yorkshire-Landface cross. These gilts have
been sold to commercial hog operations in the mid south.
Director, Innovo Corporation. Dr. Looney has participated in the financial
restructuring and product change of this manufacturing company whose shares are
traded on the NASDAQ exchange. The company makes fabric products for the craft
and fashion industry. Innovo developed the clear plastic backpack that has been
promoted by federal law enforcement as one method of improving safety in
schools.
Consultant to the Board, Gelmed. Dr. Looney has assisted in the start-up of
this
Private agricultural biotechnology company. Gelmed holds exclusive rights to
bring to the marketplace patents from the School of Agriculture and College of
Veterinary Medicine at Pennsylvania State University.
Consultant to the Board, Piper Plastics. Piper Plastics was one of the nation’s
largest manufacturers of plastic crates for the dairy and beverage industry.
